Bill graduated from Dickinson College in 1972 and from the University of Pittsburgh School of Law in 1978. From 1978 to 1979 he clerked for the Honorable David Craig of the Commonwealth Court of Pennsylvania. He has been in private practice in York since August, 1979. He started his private practice career with a mid-sized law firm in York, and then opened his own practice in 1983. In 1986 he joined another York attorney, and in 1979 he was the co-founder of Miller, Poole and Bortner (later Miller, Poole & Lord and MPL Law). He practiced with that firm until April, 2011, when he again opened a solo practice, sharing offices with Bellomo & Associates. He joined Bellomo & Associates as their legal-technical attorney in October, 2015. He is admitted to Bars of the Pennsylvania Supreme Court, the Third Circuit Court of Appeals, and the U.S. District Court for the Middle District of Pennsylvania.
